Judge ‘not insured to see teenager in cell’
A magistrate failed in his bid to deal with a teenager in his cell because he was not insured to do it. District Judge Richard Hawgood resorted to the ‘widely decried’ method after 18-year-old Ahmed Omar told police he was not leaving his cell at Westminster Magistrates’ Court.
